Walking, Cycling & Horse-Riding Assessment (WCHAR)

In light of the Climate Crisis and Covid-19 there has been a renewed focus on building better - for equality, sustainability and to avoid car-dependency. This has led many Local Authorities to request that development proposals of a significant size produce a Walking, Cycling and Horse-Riding Assessment and Review (WCHAR), as part of the planning process.  The WCHAR process then assists planners to design better and helps to make active transport part of our day-to-day lives.

PFA Consulting has been at the forefront of producing WCHAR documents since their inception in 2017 by Highways England, having undertaken WCHARs in Kent, Wiltshire and Gloucestershire.

As an example PFA were asked by Gloucestershire County Council to produce a WCHAR report for a residential development of approximately 100 dwellings in Whitminster.

Recognised as a ‘small scheme’, a study area of 1km surrounding the site was assessed.  The WCHAR provided an in-depth assessment of travel corridors, barriers to active travel and opportunities for improvement. This process included a thorough review of local and national policy, engagement with stakeholders/user groups and site visits. It highlighted important opportunities for active travel which could have easily been missed by a traditional Transport Assessment alone.
